Roof Access Procedures

Pre-Access Checklist

Before ascending any structure:

  • [ ] PPE complete — non-slip boots, gloves, safety glasses (see PPE Standards)
  • [ ] Ladder inspected — no bent rails, all feet present and functional, locking spreaders engaged (step ladder)
  • [ ] Ladder secured at top (leaned ladder) or locked (step ladder)
  • [ ] Weather assessed — no wet surfaces, no wind advisory, no active precipitation
  • [ ] Fall protection decision made based on height and pitch (see below)
  • [ ] Lead tech notified of roof access

Ladder Safety

Leaned Ladder (Extension Ladder)

  • Lean ratio: 4:1 — for every 4 feet of height, base is 1 foot from wall
  • Extend at least 3 feet above the roof edge or landing point
  • Secure the top before ascending — tie-off or have a spotter
  • Face the ladder when climbing — three points of contact at all times
  • Never carry tools in your hands on the ladder — use a tool belt or bucket

Step Ladder

  • Only use on level, stable ground
  • Spreaders fully locked before any weight
  • Do not stand on top two rungs
  • Do not lean sideways beyond the rails

Flat Roof Access

Most commercial sites have flat or low-slope roofs (≤2:12).

  • Safe to walk without fall protection if parapets are ≥39" high
  • If no parapet or parapet below 39", fall protection required within 6 feet of edge
  • Watch for:
    • HVAC equipment, skylights, and penetrations
    • Soft spots (especially near drains)
    • Ballasted gravel that shifts underfoot
    • Hot surfaces in summer (protect hands, hydrate)

Pitched Roof Access

For residential pitched systems (>2:12):

  • 4:12 or steeper: fall protection required
  • Roof brackets and planks for extended work at slope
  • Avoid walking directly on panels — stay on structural members if possible
  • Move slowly, test footing before each step

Fall Protection Requirements

Condition Requirement
Height <6 ft, low slope, parapet >39" Fall protection optional but recommended
Height >6 ft OR slope >4:12 Harness + anchor required
Steep slope (>6:12) Roof jacks/brackets required for extended work

Electrical Hazard on Roof

  • PV modules are always generating voltage in daylight
  • Avoid stepping on or between modules unless there is no alternative path
  • Never place tools or ladders on module surfaces
  • If wiring is visible and not in conduit, assume it is energized
